Basically, it was originally like tiny islands, i think, for military purposes and then, at the end of edo period, they started to merge all the islands into one big island which became old and then the economical boom stopped in the 90s. So it didn't really become what it was supposed to be, but a lot of great buildings are here the fuji tv building, where she looks insane.
